Sociolinguistics is the study of the effect of society (for example, cultural norms, local traditions, etc.) on a given language. In other words, you can look at sociolinguistics as the study of the social motivation of language change. For example, a study of the effect of the Syrian Christian society in Kerala on the community’s Malayalam dialect would be an application of sociolinguistics.
Neurolinguistics, on the other hand, is the study of the neurological basis of a given language’s comprehension, production, and acquisition. It is focused on analyzing and determining how the brain implements processes to produce and understand language.
